Andrew focuses his legal practice on complex civil litigation, government contracts, and investigations. At both large and mid-size firms, he has built a strong track record representing contractors, subcontractors, and sureties in a wide variety of construction-related disputes in both state and federal courts. From drafting motions and pleadings to arguing in court and managing discovery, Andrew is involved at every stage of litigation. He has handled claims involving everything from project delays and labor inefficiencies to contract terminations. He has also assisted contractors with the preparation of requests for equitable adjustments and claims before the Armed Services Board of Contract Appeals.
Beyond construction law, Andrew has significant experience representing government contractors in the aerospace and defense, information technology, and healthcare industries. His work includes general counseling and litigating bid protests before the Government Accountability Office, Court of Federal Claims, and the Office of Dispute Resolution for Acquisition. He has also assisted government contractors with mergers and acquisitions.
Additionally, Andrew has experience in antitrust and False Claims Act matters. His work includes conducting factual investigations and large-scale document reviews, often in high-stakes cases.
Andrew is equally committed to public service, combining rigorous legal advocacy with a sense of civic responsibility. Through his pro bono work, he has represented criminal defendants in appeals before the Court of Appeals of Virginia and created toolkits and legal surveys for various Bar organizations.
Before joining private practice, Andrew clerked for (then) Chief Judge Bruce D. White (Ret.) of Fairfax County Circuit Court.

Outside of work, Andrew enjoys spending time with family and friends and cheering on his favorite sports teams (the Washington Commanders, Washington Wizards, New York Yankees, and any University of Maryland team). He can also be found walking his dog by the canal, hosting friends for dinner parties, and supporting local theater across the DMV.
Before law school, Andrew was a speech consultant at the University of Maryland, where he helped students of all levels hone their public speaking skills. He is a former member of the National Association of Communication Centers who presented at annual conferences.
